Only values that can be found in the  Hungarian Repository of Values can become Hungarikums.

A national value can be recommended to the  Hungarian Repository of Values only by the petitioner whose recommendation has already been admitted to the  Regional Repository of Values, or to the Repository of Hungarians Abroad.A national value can be recommended to the Regional Repository of Values, or to the Hungariab Repository of Values, if it has already been admitted to the Local Repository of Values, orto the Repository of Values of Hungarians Abroad.

The above explained bottom-up building process is called the national value pyramid system.
